The Russian Government allocates a set number of state-funded places each year to citizens of foreign countries to study at Russian universities. Quotas are distributed through bilateral agreements and Russian cultural centres (Rossotrudnichestvo). Russia has long offered scholarships to African students across a wide range of disciplines including medicine, engineering, and the sciences.

Applications are processed through the Rossotrudnichestvo office or Russian Embassy in the applicant's home country. Over 15,000 state-funded places are offered annually worldwide.
